(一)受理范围
1.2022年1月1日-2022年12月31日通过知识产权质押融资成功获得贷款的企业,且该企业在阳新县行政区域内注册登记、具有独立法人资格;
2.知识产权质押登记以及借贷手续完备,已按时偿还全部贷款本金和利息。
按照实际支付贷款利息的50%予以贴息,单笔贷款贴息额度不超过20万元;
同一企业一个年度内只能享受一笔贴息补助,累计享受贴息补助政策最多不超过三次,第二次、第三次贷款均有新增授权发明专利用于质押,且新增授权发明专利授权公告日在首次贷款后。
(三)申报材料
1.《阳新县知识产权质押融资贴息补助项目申报书》(见附件1)。
2.申报单位的营业执照或统一社会信用代码证。
3.用于质押的专利、商标权证书。
4.知识产权质押合同、贷(借)款合同、担保合同等。
5.知识产权质押登记证明材料(国家知识产权局出具的《专利权质押登记通知书》、《商标专用权质权登记证》)。
6.履行知识产权质押贷款合同的证明材料(贷款收款凭证、银行利息支付凭证、银行划款凭证等)。
7.诚信承诺书(见附件2)。
8.“国家企业信用信息公示系统”或“信用·中国”网站上的信用公示信息截图。
9.开展知识产权工作的相关证明材料。
以上所有资料复印件需加盖单位公章。
(四)相关要求
1.已享受市级知识产权质押融资贴息补助政策的,不得重复申领阳新县知识产权相关奖补项目。
2.各申报单位应如实申报知识产权奖补,按照申报材料要求顺序装订成册(复印件须加盖公章),并于3月31日前向阳新县市场监督管理局知识产权保护股提交申报材料,逾期未提交的,视同放弃。对弄虚作假套取财政奖补资金的,将不予拨付或收回已拨付的资金,情节严重的,依法追究法律责任。
